Welcome to GSA 101 brought to you by Elevate GSA: where we turn GOVSPEAK into a language YOU speak. My name is Hannah Struss and I have Collin Hartsell here with me and we are going to be talking about MAS Refresh 18 and 19, both of which were released in December of 2023.
First let’s tackle an overview of changes implemented by Refresh 18:
You will see several Changes to the Overall MAS Solicitation such as:
1. Revisions to the Instructions Applicable to All Offerors
2. Revise I-FSS-639 Contract Sales Criteria
3. Implementation of Federal Acquisition Supply Chain Security Act (FASCSA) Orders
4. Clarify MAS Sustainability Language under Section III A
5. Update the Mandatory Attachment for MAS Joint Ventures (JV)
6. Incorporate clause and provision updates
7. Implement various changes to the Offer Price Proposal Templates (PPTs)
You will also see Changes to Specific Large Category, Subcategory or SINs:
Such as revisions to the following SINs:
· SIN 518210DC - Document Conversion Services
· SIN 518210ERM - Electronic Records Management Solutions
· SIN 339113PA- Protective Apparel to add a new subgroup
As well as revisions to the OLM Order-Level Materials SIN to add Transportation of Things (K5) to the list of OLM eligible subcategories
MAS Refresh 19 was issued to correct the Contracting Officer fill-in language for a FAR Clause. No other changes will be seen from this refresh. A Mass Modification will be issued to all MAS contracts for Refresh 19 and this modification will include changes associated with MAS Refresh 18 & 19.
It should be noted that a limited number of Refresh 18 Mass Modifications were issued, so if you did not already receive the Refresh 18 Mass Modification, you will not receive one. All contractors must accept the Refresh 19 Mass Modification as it implements the Refresh 18 and 19 changes for your contract. Vendors have 90 days to accept these mass mods.
It should be noted however that if you have outstanding mass mods, any formal modifications submitted in eMod cannot be processed until those mass mods have been taken care of.
