Welcome to GSA 101 brought to you by Elevate GSA: where we turn GOVSPEAK into a language YOU speak.  My name is Hannah Struss and I have Collin Hartsell here with me and we are going to be talking about MAS Refresh 20 and 21,  which were released sequentially in April and May of 2024.

 

First, let’s take a look at what refresh 20 brought us:

  1. Instructions Applicable to All Offerors saw some updates
  2. There was a note added to clause I-FSS-600, Contract Price Lists 
  3. Implement various changes to the Offer and Modification Price Proposal Templates (PPTs)
  4. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2024-04 and GSAR Change 178
  5. Letter of Supply template has again undergone some adjustments as well.

The following SINs have undergone some revisions in this refresh:

·      SIN 561730 - Grounds Maintenance

·      SINs 541620 - Environmental Consulting Services 

·      562910RMI - Environmental Remediation Services - Multiple Industries

·      SIN 54151HACS - Highly Adaptive Cybersecurity Services (HACS) has updated instructions

·      Updated requirements for SIN 518210FM - Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and IT Professional Services 

·      Updated OLM SIN instructions

·      Environmental Services subcategory instructions has updated language

·      Furniture & Furnishings large category instructions have been updated

·      SINs 481211B - Air Charter Services - Brokers & 481211O - Air Charter Services - Owner Operated have some revised statement of work requirements

Now let’s move on to the changes seen in MAS Refresh 21:

  • Another minor revision to SCP-FSS-001 Instructions Applicable to All Offerors
  • Add note to clause 552.238-83, EXAMINATION OF RECORDS BY GSA (FEDERAL Supply Schedules) 
  • Add note to clause 52.232-36, Payment by Third Party
  • Add 4 new optional TDR Data Elements (order date, ship date, destination ZIP code, federal customer)
  • Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2024-05 and GSAR Change 179

·      Add language to clearly define the scope of the Multiple Award Schedule (MAS) Solicitation as it pertains to firearms, live ammunition, explosives, and artillery weapons

·      Revise SIN(s) 333316C - Copiers and Digital Duplicating Equipment; 333316CPC - Cost-per-Copy Plan for Copiers (to include Analog, Digital, Multifunctional and Engineer Copiers); 333316F - Flat Rate Monthly Fee for Copiers (to include Analog, Digital, Multifunctional and Engineer Copiers); 333316OS - Overseas Copiers and Supplies; 532420C - Copier Rental Solutions; 532420LC - Operating Lease Plan For Copiers; 532420LTOP - Lease to Ownership Plans (LTOP) Copier

·      Remove language for SIN 54151ECOM Electronic Commerce and Subscription Services 

·      Remove language for SIN 541519ICAM - Identity, Credentialing and Access Management (ICAM) and SIN 561422 - Automated Contact Center Solutions (ACCS)

·      Revise SIN Instructions for SIN 518210C - Cloud Computing and Cloud Related IT Professional Services and SIN 518210FM - Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and IT Professional Services

·      Revise “Solutions Subcategory SIN 518210C - Specific Information for Offerors” document

·      Establish New SIN 541519CSP - Credential Service Provider

·      Remove language for SIN 517410 - Commercial Satellite Communications Solutions (COMSATCOM), SIN 517312 - Wireless Mobility Solutions

·      Revise SIN instructions and the four (4) supplemental proposal documents for SIN 541990IPS - Data Breach Response and Identity Protection

·      Revise Statement of Works (SOW) for SIN 561510 - Travel Agent Services and associated Price Proposal Template

It should be noted however that if you have outstanding mass mods, any formal modifications submitted in eMod cannot be processed until those mass mods have been taken care of.
